Invitation For Expression Interest

The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) and set out above and from Client's own funds towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

Funding Details:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, from Client's own funds towards the cost of the above named project

EBRD Loan 80%; EBRD Administrated Grant (SSF) 20% and VAT paid by the Client

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.


The main objective of the assignment shall be:

The main objective of the assignment is for the Consultant to assist the Client in the administration of the Bank-funded works contracts (hereinafter also referred to as the Contract), carry out the duties of the Engineer assigned to him in the works contracts and to undertake the role of the Engineer; as defined in the FIDIC RED Conditions of Contract as well as to ensure the Independent Construction Supervision in accordance with the legal provisions in this field.

More specifically, the scope of the consultancy assignment will include but will not be limited to the following:

i) to ensure that high quality construction is achieved and that all works are carried out in full compliance with the design, specifications and other civil works contract documents;
ii) to ensure the timely completion of the civil works;
iii) to ensure compliance with health and safety requirements and legislation, including the management of environmental plans;
iv) coordinating the activities of all contract stakeholders;
v) sign off on payment certificates, variations, addenda and claims;
v) preparing monthly, final and additional reports as per Client's requirements;
vi) Provide review of currently missing project documentation but which will be provided by selected constructor of work afterwards; and
vii)The consultant will be implementing all activities in accordance with relevant Turkish laws.


The contract is expected to start on 01/11/2018 and last about 37 months out of which 12 defect liability period.

Consultant's Profile:
The Consultant should be a firm or a group of firms proven consultancy service experience of a minimum of 10 years in project implementation of water supply and/or wastewater collection projects. The Consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in construction supervision of similar construction works in comparable climatic and geological conditions.

Required staff - highly qualified engineers and specialists having substantial experience supervising works of similar nature and complexity in water supply projects and holding or will hold relevant permits and licenses.


Evaluation criteria of EOIs:
1) Company Profile - 10%, out of which 5% years of experience in the field and 5% backstopping capacity (number of qualified permanent staff, presence of local office in the country, availability to qualified experts, etc.);
2) Experience - 50%, out of which 15% experience of the Consultant for construction supervision for any kind of construction which is governed by FIDIC Contract Conditions or similar, 25% experience of the Consultant under similar assignments related to water supply and/or wastewater collection and 10% experience of the Consultant in the region;
3) CV of Key Experts: - 40%,

In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:

1. Company/group of firms' profile, organisation and staffing (max. 2 - 4 pages).
2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives.
3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

The expression of interest shall not exceed 25 pages (excluding CVs, Consultant Declaration and Contact Sheet).

Following this Invitation for Expression of Interest, a shortlist of qualified firms will be created by the Client to be invited to submit proposals for the assignment.
