Invitation For Expression Interest

The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) and set out above and from Client's own funds towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

Funding Details:

The project will be 100% EBRD (European Bank for Reconstruction and Development) Loan funded.

Contracts to be financed with the proceeds of a loan from / grant administered by the Bank are open to firms from any country.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

The main objective of the assignment shall be:

The reconstruction of the Sarajevo Water Supply Network (Phase I of SWP) will be executed through the following Supply and Installation and works contracts:

- Contract no. VIK 48252-1/18: Supply and installation of flow/pressure monitoring and control devices;
- Contract no. VIK 48252-2/18: Reconstruction of water distribution pipeline DN 200 on Dumaca location, lenght 1.600m;
- Contract no. VIK 48252-3/18: Reconstruction of pressure water pipeline DN 500 on Alipasin Most- Centar section, lenght 1.500m;
- Contract no. VIK 48252-4/18: Reconstruction of part of water distribution pipeline in Street Mula Mustafe Baseskije, length 1000 m;
- Contract no. VIK 48252-5/18: Reconstruction of sections of water supply network – other separate sections in the urban area;
- Contract no. VIK 48252-6/18: Rehabilitation of pumping station Bacevo;
- Contract no. VIK 48252-7/18: Rehabilitation of pumping station Center;
- Contract no. VIK 48252-8/18: Rehabilitation of pumping station Alipasin Most.

The FIDIC Conditions of Contract for Construction for Building and Engineering Works designed by the Employer (edition 1999) will be used for the civil works contracts.

Assignment Description:

The subject of this Invitation for Expressions of Interest are Consulting services for supervision of works on:

1. Supply and installation of flow/pressure monitoring and control devices;
2. Reconstruction of the Water Supply Network:
- Reconstruction of water distribution pipeline DN 200 on Dumaca location, lenght 1.600m
- Reconstruction of pressure water pipeline DN 500 on Alipasin Most- Centar section, lenght 1.500m
- Reconstruction of part of water distribution pipeline in Street Mula Mustafe Baseskije, length 1000 m
- Reconstruction of sections of water supply network – other separate sections in the urban area.
3. Rehabilitation and expansion of three critical water pumping stations:
- Rehabilitation of pumping station Bacevo,
- Rehabilitation of pumping station Center,
- Rehabilitation of pumping station Alipasin Most.

which shall be funded from the proceeds of the EBRD loan as well. More details on the services are provided in the Terms of Reference.

The main objective of the assignment is for the Consultant to assist the Client in the administration of the Bank-funded works contracts (hereinafter also referred to as the Contract ), carry out the duties of the Engineer assigned to him in the works contracts and to undertake the role of the Engineer as defined in the FIDIC Red Book Conditions of Contract (edition 1999) as well as to perform a role of Supervision in accordance with the laws of BiH/FBiH, in a way which ensures a successful project implementation and completion.

The consultant shall act in a role of the Engineer and its outputs will have to comply with current local laws and regulation concerning construction, supervision, civil works quality control and environmental protection.

The construction supervision services shall include the following:

- Supervision of the construction works in a role of the Engineer by FIDIC conditions;
- Verification of the works site demarcation for water lines and water facilities with obtained permits, prior to issuing orders for commencement of works;
- Control of contractor s preliminary test and production specification of materials and equipment attestations;
- Supervision of laboratory measurements and verification of compliance with contractual obligations;
- Supervision of the environmental management plan and implementation of mitigation measures;
- Ensure proper programming, recording, measurement and accounting of the works by means of appropriate management and measurement techniques;
- Prepare and deliver progress reports and other reports

The contract is expected to start on 17/09/2018 and last about 18 months, plus 36 months of DNP.

Consultant profile
The Employer is seeking for a skillful and experienced Consultant who is able to exercise a role of the Engineer in accordance with FIDIC and Supervision in accordance with local laws, in a way which ensures a successful project implementation and completion. A consulting firm shall be engaged for this assignment and is expected to procure the services of a multidisciplinary team of both international and local experts as appropriate.
Consultant is expected to have relevant expertise and experience from similar assignments involving FIDIC Engineer services in water supply sector. Relevant experience from EBRD, WB, EIB, AfDB & ADB countries of operation, in particular, previous experience in working on similar assignments in Bosnia and Herzegovina would be seen as an advantage.

The following selection criteria will be applied to candidates. In case of applications submitted by a JV or Consortium, these selection criteria will be applied to the JV/Consortium as a whole:

(a) the average annual turnover of the applicant for the past five years (2013-2017) must exceed 1.000.000 EURO;
(b) The audited financial statement and balance sheets for the past five years (2013-2017) must demonstrate the soundness of the applicant’s financial position, showing long-term profitability;
(c) the applicant has completed at least two similar projects with the value of 500.000 EURO or more per project as a FIDIC Engineer in water supply works contracts in the past five years (2013-2017);

Interested consulting firms must provide information indicating that they are qualified to perform the services as follows:

1. Company/group of firms' profile, organisation and staffing (max. 2 - 4 pages).
2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives.
3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

5. Audited Financial Reports for the last 5 years. In case of a JVCA these shall be submitted by each member of the JVCA
Failure to furnish all information or documentation required by the Invitation for Expression of Interest may result in the rejection of the application.

Evaluation criteria of EOIs:
1) Company Profile - 10%, out of which 5% years of experience in the field and 5% backstopping capacity (number of qualified permanent staff, presence of local office in the country, availability to qualified experts, etc.);
2) Experience - 50%, out of which 15% experience of the Consultant under similar assignments related to water supply works, 25% experience of the Consultant under similar assignments related to construction, rehabilitation, expansion and commissioning of water pumping stations and 10% experience of the Consultant in the region;
3) CV of Key Experts: - 40%,
To demonstrate access to qualified experts the Consultants shall provide at least once CV for each position required for the implementation of the contract, as indicated above.
