General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

The proposed project, which has a total estimated cost of 25,000,000.00 EUR, will require the procurement of the following:

• Investments in the Green City Framework: refurbishment of public buildings such as hospitals, schools and kindergartens through energy performance contracts.
  
  This update is to specifically draw your attention to the project presentation planned for 10:00 Moldovan time on 17 October 2018 at the City Hall. Tendering of the contracts for energy efficiency rehabilitation is planned to be based on Design and Built by the Contractor approach with the payments to be partially linked to the energy performance improvements of rehabilitated building arrangements.
  The tender for the first three buildings rehabilitation (IMSP SCM Nr 1 Hospital, Lyceum “V. Lupu”, Kindergarten No 112) is expected to be launched in October 2018, with the works included among others: walls insulation, replacement of openings, ventilation systems and heating substations.
  The Municipality of Chisinau hereby invites the interested companies who are qualified in the design and build of such works to attend the project presentation at which the procurement and implementation strategy will be presented and views of the prospective tenderers collected.
  The presentation will be delivered in English language. The discussion will be also in English with possible translation to Romanian/Russian.

Tendering for the above contracts is expected to begin on 29/10/2018.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
