Invitation For Tenders Single

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Loans from the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) and the grant from European Union’s Investment Facility for Central Asia (EU IFCA), administered by EBRD.


Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The client now invites tenders for the above mentioned contract(s). Additional description is as follows:

1. This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on March 29, 2019.
2. Municipal Enterprise «Cholpon-Ata Vodokanal» hereinafter referred to as “the Purchaser”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) and the grant from European Union’s Investment Facility for Central Asia (EU IFCA), administered by EBRD, towards the cost of Rehabilitation of the Water and Wastewater System in the City of Mailuu Suu project in Kyrgyz Republic.
3. The Purchaser now invites sealed tenders from Suppliers for the following Contract[s] to be funded from part of the proceeds of of the EBRD and EIB loans and EU IFCA grant:
Contract # MSWWP-2: Supply of operation and maintenance vehicles, including:

Lot # Identification and Names of Lots
1 Supply of back hoe excavator
2 Supply of maintenance vehicle complete with maintenance tools
3 Supply of mobile network repair shop

4. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
5. To be qualified for the award of a Contract, Tenderers must substantially satisfy the following minimum criteria:
• Minimum average annual turnover of the Tenderer, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years as follows:
o Lot 1: 250,000 (two hundred and fifty thousand) Euro;
o Lot 2: 250,000 (two hundred and fifty thousand) Euro; and
o Lot 3: 250,000 (two hundred and fifty thousand) Euro.
• Experience as supplier in at least 3 (three) contracts within the last 5 (five) years, each with the value of at least:
o Lot 1: 80,000 (eighty thousand) Euro;
o Lot 2: 80,000 (eighty thousand) Euro; and
o Lot 3: 80,000 (eighty thousand) Euro.
that have been successfully and substantially completed and that are similar to the proposed Goods.
• The Tenderer shall be able to present all the necessary certificates, permits and licenses required by Kyrgyz authorities in relation to this supply before the beginning of the delivery of Goods.
• The Tenderer must demonstrate that repairs and maintenance of the proposed equipment can be carried out in the licensed workshop on the territory of Kyrgyz Republic at a distance not further than 700 km from Mailuu Suu.
In the event that an application is filed by a joint venture, consortium or association, the tenderer must meet the following criteria:
• At least one partner must meet 60% of the eligibility criteria for the work experience and financial indicators mentioned above;
• Each remaining partner must meet at least 25% of the qualification criteria for the work experience and financial indicators mentioned above.
6. The applicable procurement rules are the Bank’s Procurement Policies and Rules (PP&R, Rev. November 2017) which can be located at: http://www.ebrd.com/news/publications/policies/procurement-policies-and-rules.html

The contract is expected to start on 01/07/2019 and last about 3 months.

This opportunity is divided into 3 lots.
Tenderers may bid for a maximum of 3 lots.

Description: Supply of back hoe excavator

Lot 2

Description: Supply of maintenance vehicle and an identified
collection of maintenance tools

Lot 3

Description: Supply of a mobile network repair workshop

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
