General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, Co-financed
The proposed project will be funded by EBRD loan up to 10 million EUR. The loan is proposed to be structured in two tranches, with the first tranche of EUR 7 million committed, and the second tranche of up to EUR 3 million uncommitted, pending a decision on the requested WBIF investment grant.


The proposed project, which has a total estimated cost of 10,000,000.00 EUR, will require the procurement of the following:

  • a) Procurement of works for construction of railways tracks at Brcko port and industrial railway track from Brcko port Novo to the Port.
    b) Reconstruction of access road Bijeljinska cesta to port and asphalt plateau;
    c) Procurement of goods for Port Cranes and installation;
    d) Consulting Services for supervision of works on construction of railway and access road works.
    e) Consulting services for Corporate Development Plan



Tendering for the above contracts is expected to begin on 01/09/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Other Information: The District of Brcko (“the Beneficiary” or “the Client”) has applied for loan at the European Bank for Reconstruction and Development (“the Bank”) which shall be used for rehabilitation and upgrading of facilities at the Port of Brcko (the “Port”) and improve road and railway access to the Port (the “Project”). The Project will be implemented by the Client in close cooperation with J.P. Luka, a company operating the Port (the “Company”).

The Project will improve operational efficiency of the Port and increase the cargo handling capacity of the port, which is currently limited by the difficult rail access and outdated infrastructure. The Project is expected to induce a change in transport mode from road to primarily rail for the Port's traffic, providing a cost-effective and environmentally-friendly transport route to local traders of commodities. In addition, the Project is expected to improve the efficiency and safety of rail operations in the city of Brcko, by enabling the relocation of the existing railway line which currently passes through the central urban area. The Project will also allow for the redevelopment of freed up land.
