General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank
Total estimated cost of 87 million euro equivalent (79 Million from EBRD and 8 Million Euro from EU Neighbourhood Investment Facility

The proposed project, which has a total estimated cost of 87,000,000.00 EUR, will require the procurement of the following:

  • Arab Republic of Egypt (the Borrower) Ministry Of Local Development, intends using the proceeds of a loan from the European Bank for Reconstruction and Development and the grant from EU Neighbourhood Investment Facility for Kitchener Drain De-Pollution – Solid Waste Project to finance :
    (i) purchase of equipment for primary waste collection; (ii) rehabilitation and construction of up to 10 waste transfer stations; (iii) rehabilitation and construction of up to 6 waste treatment facilities; (iv) rehabilitation and construction of up to 5 sanitary landfills; and (v) closure and rehabilitation of existing open dump sites which will be used for the new MSWM facilities.


Tendering for the above contracts is expected to begin on 01/09/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. The procurement process for the Consultant is planned to be initiated during 3rd Quarter of 2019, and the construction components during end of 2019 or beginning of 2020.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
