The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.
The client now invites tenders for the above mentioned contract(s). Additional description is as follows:
Upgrading and refurbishment of seven earth streets in Area Gusterita - Tilisca (7 streets: Cisnadioara, Rovine, Anul 1848, Stejarului, Flacara, Tineretului, 16 Februarie, with approximate total length of 1.3 km)
The contract is expected to start on 14/02/2020 and last about eight (8) months.
This tender will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
Other Information:To be qualified for the award of a contract, tenderers must satisfy the minimum criteria:
• an average annual turnover in the last 3 years (2016, 2017, 2018) : ten million Romanian Lei (LEI 10 Million)
• access to financial resources of minimum: : four million Romanian Lei (LEI 4 Million)
• General experience in contracts as general contractor, or contractor management for the past 5 years.
• Participation as contractor or management contractor in at least three (3) contracts within the last five (5 ) years, prior to the tender submission deadline, each with a value of at least: : five million Romanian Lei (LEI 5 Million)
• Availability of equipment, staff and facilities as per the Tender Documents requirements.
