Invitation For Tenders Single

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

EUR 4,000,000 for Construction Works will be financed by the EBRD Loan


Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The client now invites tenders for the above mentioned contract(s). Additional description is as follows:

The Borrower has signed a loan agreement with the European Bank for Reconstruction and Development (hereinafter called “the Bank”) to provide financing (hereinafter called “funds”) toward the cost of the “Banja Luka Water Project: Expansion of the drinking water distribution network and wastewater collection network – Phase I”. The Employer intends to apply a portion of the funds to eligible payments under the contract for which this Tender Document is issued.

The name of the Tender process is: Expansion of the drinking water distribution network and wastewater collection network – Phase I, and it is divided as follows:

- Section 1: Construction of water distribution subsystem „Zvijezda“ (direction towards Gornja Piskavica and Radosavska);
- Section 2: Construction of water supply subsystem “Bronzani majdan” - (Water tank);
- Section 3: Construction of water supply subsystem “Česma” - (3rd and 4th Elevation zone);
- Section 4: Construction of sewerage system “Lauš” and “Pobrđe” and “Vida Simurdžića st.”
- Section 5: Construction of 2 elevation zone water supply in “Zeleni vir” – residential area “Vrbanja”
- Section 6: Construction of secondary water supply in residential area “Česma” subsystem “Česma” - (2nd Elevation zone);
- Section 7: Construction of water supply in residential area “Krmine”
- Section 8: Construction of secondary water supply network in “Kajmakčalanska St.” and “Šumadijska St.”


The contract is expected to start on 31/08/2019 and last about 540 days.

This tender will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
