1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The City of Banja Luka (the “City”) approached the European Banka for Reconstruction and Development (“EBRD” or the “Bank”) to consider financing reconstruction and expansion of the water and wastewater network in the City. A feasibility study was launched (technical, financial and environmental due diligence) and completed. The due diligence proposed implementing the capital investments in two phases:

- EUR 4 million in Phase 1.
- EUR 6 million in Phase 2.
Within the context of this major investment project, the City, working together with Company, is seeking consultancy support (the “Consultant”) to assist in the preparation of a Financial and Operational Performance Improvement Programme (“FOPIP”) - in order to promote improvements in the service quality alongside technical cooperation to support financial and operational management at the Company.

The FOPIP will aim to:

• improve the Company’s operational efficiency and financial management,
• strengthen the capacity to implement the project and other capital investments,
• possibly service the debt (or part of the debt for this project) while providing high-quality water and sewerage services,
• recommend financial, technical and restructuring covenants, which would serve as conditions for the commitment of the two uncommitted tranches


2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
