Invitation For Prequalification

The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) for the above named project. Additional financing details are as follows:

The Government of Hashemite Kingdom of Jordan represented by the Ministry of Water and Irrigation / Water Authority of Jordan has received the loan from the European Bank for Reconstruction and Development (the Bank) and intends to use part of the loan towards the cost of the construction of the wastewater conveyor from Ain Ghazal Pre-Treatment Plant to As-Samra Wastewater Treatment Plant. The implementation agency of the Project is the Water Authority of Jordan .the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is financing the construction of a new 32.1-kilometre-long wastewater conveyor pipe from Ain Ghazal Pre-Treatment Plant (“AGTP”) to As-Samra Wastewater Treatment Plant (“As-Samra WWTP”) to accommodate the increasing wastewater flows, avoid potential serious environmental pollution and provide service resilience (the “Project”). EBRD are providing the financing to the Hashemite Kingdom of Jordan (the “Borrower”) for the Project and WAJ (the “Tendering Authority”) is an implementing agency under the jurisdiction of the MWI in Jordan and is the beneficiary of the financing.

Contracts will be subject to the Bank's Procurement Policies and Rules.


Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The client intends to prequalify firms and joint ventures to tender for the above mentioned contract, which includes the following:

The project mainly will be the construction of a 32.1 km wastewater conveyor from AGTP to As- Samra WWTP (design-build contract according to FIDIC Yellow Book, Second Edition 1999) including site survey and development of design, construction of a new wastewater pipeline, and connection with AGTP as pipeline inlet and connection with Samra WWTP as pipeline outlet.

The contract is expected to start on 01/01/2020 and last about 24 month and defect liability period will be 24 months. .

This prequalification exercise will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
