General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Environmental Remediation Account for Central Asia (ERA)

The proposed project, which has a total estimated cost of 5,200,000.00 EUR, will require the procurement of the following:

• Remediation works at the Min Kush and Shekaftar uranium legacy site

Tendering for the above contracts is expected to begin on 30/09/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. Other Information: Tailings Management Agency (TMA), a department of the Kyrgyz Ministry of Emergency Situations, intends to use Grant proceeds provided by the Environmental Remediation Account for Central Asia (ERA), administrated by the European Bank for Reconstruction and Development (EBRD, "the Bank") under Grant Agreements No 004 and No 005 to remediate the Min Kush and Shekaftar uranium legacy sites in the Kyrgyz Republic.

The Project will require procurement of works as follows:

1. Construction works in Shekaftar

2. Construction works in Min Kush

The remediation works include the closure of shafts, adits and sinkholes, the demolition of mining facilities and processing buildings, the covering and/or relocation of waste rock dumps as well as the construction of river bank protections and diversion channels.
