The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank). Contracts will be subject to the Bank's Procurement Policies and Rules.

The contract will be financed by the EU NIF fund administered by the European Bank for Reconstruction and Development (EBRD), subject to the availability of funding.
The proceeds of the loan from/ grant administered by the Bank will be open to firms from any country unless otherwise specified and will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.
The Client now intends to establish a shortlist of qualified and competent consultants, with a view to inviting proposals from the shortlisted consultants, in relation to the assignment, on the basis of the procurement documentation provided in ECEPP for this assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are hereby invited to submit expressions of interest.
The expected outcome of the assignment is as follows:
to facilitate the timely and effective implementation of the Project by providing assistance and support to the Client in the following:
1 Establishment and operation of the PIU;
2 Procurement including Tendering, Preparing Tender Evaluation Reports, Contract document Preparation and some Contracts administration/supervision as well as conducting training to the PIU & Implementing Entities staff;
3 Compliance & Reporting Obligations under the Financing Agreements;
4 Environmental and Social Action Plan and safeguards rules Implementation ; and
5 Equal Opportunity
The selected consultant is expected to provide the following services:
• Preparing all kinds of reports to the financing agencies according to their formats and requirements;
• Undertaking and be responsible for all the issues and activities related to environmental and social safeguards and the implementation of the ESAP;
• Set up a monitoring and evaluation system for the project activities, including (progress, performance and impact monitoring and evaluation);
• Design the modern irrigation systems and preparing a standard specifications and standard bill of quantities to be used by IIS to call for tenders for the construction of the (Drip, sprinkler, and subsurface) irrigation systems;
• Provide training for the IIS staff in the field of design, inspection, and supervision of the modern irrigation systems;
• Design and prepare a standard specifications and bill of quantities including supervision of contracts for the construction of renewable energy system for irrigation water pumping as a pilot in the project area
• Design and prepare a standard specifications and bill of quantities including supervision of contracts for the construction of green houses as a pilot in the project area;
• Review the mechanical and electrical tender documents including the technical specifications and data for the 2 pump-stations especially the material, to be in line with the recent international modern technology/technique/ISO;
• Support the MED in tenders evaluation, contract administration and supervision of the construction of the 2 pump-stations contracts;
• Provide training of at least 50 MED engineers and 50 MED technicians for the operation, maintenance, and inspection tests of the pump stations;
• Provide training for at least 20 MED engineers on how to design civil and electromechanical works in pump stations; and
• Develop a master plan for MED to identify the priority of rehabilitation and/or reconstruction of pump stations in the Delta region.
Therefore, by engaging a Consultant, it is expected that the client, MWRI-PIU and Implementing Entities, will have access to international best practice in the field of design and project management, including establishing and supporting the functioning of the PIU, and procurement support and construction supervision services.
The assignment is expected to start on 08/09/2019 and have an estimated overall duration of 6 years.

In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a response in accordance with the requirements of the procurement documentation available from the link in this notice. Following this invitation for expressions of interest, a shortlist of qualified firms will be formally established on the basis of the shortlisting criteria set out in the procurement documentation. Shortlisted consultants will be invited to submit proposals.
This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. Shortlisted consultants will be invited to submit proposals.
Other Information: The assignment is expected to start in March 2020 and have a duration of 6 years. This should cover the entire project implementation period.
It is envisaged that the consultant will provide full support for PIU and the Implementing Entities during the first 4 years of the project implementation and will decrease its input gradually in the last 2 years and assist PIU in taking full ownership and responsibility for its duties including continuing with Project implementation. However, the preparation of all reporting requirements will remain with the consultant including the preparation of the project completion report.
