Request For Proposals

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

The JP “EKO-SEP” d.o.o. (the “Client”) has been allocated grant funds (the “Grant”) from the WBIF - Western Balkans Investment Framework which are administered by the Bank and executed by the Client (the "Client"). Contracting is subject to the availability of funds.


The proceeds of the loan from/ grant administered by the Bank will be open to firms from any country unless otherwise specified and will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.


The Client now intends to select and contract a consulting company (the Consultant) for the above named assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

The expected outcome of the assignment is as follows:

to develop the operational capabilities of the Company by developing and implementing: a Corporate Development Programme, a Social Support Programme, a Stakeholder Participation Programme. The Consultant will further prepare a Study on the additional/subsequent waste treatment.

The selected consultant is expected to provide the following services:

Part I: Support to the Municipalities and the Company in making the Company operational and preparation of Support Programme for the Company.

Part I.1 - Operationalising of the Company

The Consultant will assist the Company in developing an optimal corporate structure and in defining profiles of human resources with relevant/suitable qualifications for their designated roles as well as in the preparation of a list of equipment needed for the proper functioning of the Company. The Consultant will also assist with defining a training programme and to organise trainings in the basics of landfill management and operation for the newly recruited staff.

Part I.2 - Support Programme for the Company, and the Municipalities

The Consultant will assist the PIU, and the Company to comply with the conditions of the Project Agreement, and the Municipalities to comply with the conditions of the Project Support Agreement, which will be a key component of the financial structure for the Project.

Part II: Provide support to the Company for Corporate Development and Stakeholder Participation

Part II.1 - Corporate Development Programme (CDP) for the newly-established Company

The Consultant will assist the Company to establish commercial standing, service and environmental and social performance by helping to identify and implement the necessary corporate, financial and operational improvements. The Consultant will also assist the Company to develop a medium-term focused corporate development plan and to ensure corporate planning capacity. The aim is to assist the Company to operate as a self-sustaining entity based on commercial operations developed for the Company. The CDP should take into consideration the national business, accounting and sector specific legislation.

The Consultant will assist the Company and the Zivinice Municipality in preparation of the municipal waste management plan for the territory of Zivinice Municipality. Such plan shall include a program and an action plan to increase the source separation of recyclables, complemented with effective waste prevention measures and PR and communication strategies to increase source separation and to raise public awareness. The program should be developed in a way that it gradually introduces source separation, in the beginning through pilot schemes, and later on through annual expansion plans.

Part II.1a – Preparation of the Study on additional/subsequent waste treatment in order to confirm the sustainability of the project

In the preparation of the Study it is required to follow the EU policies on waste management. EU Directive 2008/98/EC on waste establishes the basic concepts and definitions related to waste management, and establishes major principles for waste management. The Directive lays down measures to protect the environment and human health by preventing or reducing the adverse impacts of the generation and management of waste and by reducing the overall impacts of resource use and improving the efficiency of such use. The Directive establishes the hierarchy of waste management as follows:
- preventing waste generation
- preparing for re-use of waste
- waste recycling
- other recovery, e.g. energy recovery
- waste disposal.
When applying the above waste hierarchy, it is necessary to take measures to encourage the options that deliver the best global solutions, with minimum harmful impacts on environment and human health. Also, care should be taken that the increased costs, which can arise through prioritisation of waste management in relation to other manners of waste disposal, are not disproportionate, and that there is a market for resulting materials or energy or that such market could be created. This Directive also defines the goals such as:
- by 2020 the preparing for re-use and the recycling of waste material such as at least paper, metal, or glass from households, and possibly from other origins as far as these waste streams are similar to waste from households.

Part II.2 - Stakeholder Participation Programme

The Consultant will further develop and implement the Stakeholders Participation Programme (“SPP”), aimed at enhancing public ownership by encouraging increasing public participation in the provision of solid waste services (service quality, rehabilitation activities, tariffs integrating poverty and social issues) and raising public awareness on issues related to the project implementation. The SPP should be designed in a way that it ensures meaningful participation of all concerned stakeholders, men and women alike, in the consultation. Furthermore, the SPP will integrate poverty and social issues into the proposed tariff reforms and thereby assist the Company to improve its corporate governance.

Part II.3 – Social Support Programme

The third objective of the assignment is to assess the existing social support mechanism for low income customers and assess how the Company makes use of it in terms of knowledge of its vulnerable customer base and its financial support needs. Following this assessment the Consultant will recommend improvements and actions to be taken by the Company and the Zivinice Municipality.

In addition, cross-subsidisation between commercial and residential clients will be assessed, and the necessary consideration will also be given to identifying the differences in the affordability to pay for the services by men and women of different socio-economic backgrounds and to reflecting these differences in the affordability analysis and the tariff setting.

A detailed mechanism needs to be developed and agreed between Municipalities and the Company and reflected in the Public Service Contract (PSC) to be signed between Municipalities and the Company.

The assignment is expected to start on 24/09/2019 and have an estimated overall duration of 12 months .

In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a response in accordance with the requirements of the procurement documentation available from the link in this notice. Following this request for proposals, the selection will be made from the proposals received in response to this notification only, on the basis of the selection criteria set out in the procurement documentation. The highest-ranked consultant will be selected and be invited to negotiate the contract, subject to availability of funding.

This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Following submission, qualified firms will be ranked on the basis of the criteria set out in the RFPS and the highest ranked consultant will be selected to negotiate the contract, subject to availability of funding.
