Scope Of Contract: The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by providing assistance to the Client and their PIU. The consultant appointed to support the PIU with this function (the “Consultant”) will be expected to be familiar with the documents related to such projects and EBRD key documents including those which govern lending policies and practices including, but not limited to:

• EBRD Procurement Policies & Rules
• EBRD Environmental and Social Policy
• EBRD Enforcement Policy and Procedures
• EBRD Disbursement Handbook for Public Sector Clients
• Other related EBRD Policies, Strategies or Procedures as relevant to the Project
• Applicable Laws

By engaging a Consultant, the Client should get access to international best practice in the field of project management, including procurement of works, goods and services and supervision of the contracts execution. The Consultant is expected to facilitate the delivery of the Project’s capex components as well as enable the client’s timely reporting to the Bank as per the Financing Documents and thus also provide necessary assistance to the PIU in coordinating the work of the consultants who will be responsible for the development of both technical assistance sub-projects (Sustainable Public Transport Development Plan and Green City Action Plan).
