General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

The Northern Dimension Environmental Partnership (NDEP) Support Fund, administered by the European Bank for Reconstruction and Development (EBRD) established in 2002 with the objective of delivering environmental improvements and reduction of risks associated with the nuclear legacy in North-West Russia. NFC Logistics, Joint-Stock company is the Recipient of the Grant Implementing Agreement No.007B signed with the EBRD for funding the work prior to the establishment of the system for handling and transport of spent nuclear fuel at Andreeva Bay in North-West Russia

The proposed project, which has a total estimated cost of 2,800,000.00 EUR, will require the procurement of the following:

  • • Non-Standard Equipment Required for Remediation of DSU Tank 3A at Andreeva Bay;

    • Equipment required to prevent contamination spreading in the course of Remediation of DSU Tank 3A at Andreeva Bay;

    • Standard Equipment Required for Remediation of DSU Tank 3A at Andreeva Bay.


Tendering for the above contracts is expected to begin on 07/10/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Other Information: In order to enable SNF removal from Tank 3A, the remediation works will be carried out by Russian Federation which will bring Tank 3A into such a condition that would allow the SNF recovery and handling. In particular, the existing Tank 3A roof and perimeter walls will be removed, the existing horizontal shielding levelled, including the installation of new shielding along the tank’s perimeter, the old cell plugs will be removed and new plugs installed, and debris on top of the cells will be removed to allow access to the spent fuel assemblies. In order to enable remediation of DSU Tank 3A at Andreeva Bay, the procurement of the above mentioned goods will be carried out.
