1. Funding Details
The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The Client now invites tenders for the above mentioned contract(s).
This Tender Document is for the supply of the following Goods:
LOT 1 – Supply of Enclosure Required to Prevent Contamination Spreading in the Course of Remediation of DSU Tank 3A at Andreeva Bay
LOT 2 – Supply of Systems Required to Prevent Contamination Spreading in the Course of Remediation of DSU Tank 3A at Andreeva Bay
LOT 3 – Supply of Airlock Required to Prevent Contamination Spreading in the Course of Remediation of DSU Tank 3A at Andreeva Bay
The scope of supply under each Lot also includes implementation of the Related Services as listed below:
(a) Development of set of documentation for the Goods,
(b) Performance of the Supplier’s activities related to procurement of materials and standard components of the Goods and activities related to arranging for manufacture and assembly of the Goods, and other management and coordination activities, which are necessary to arrange for procurement of materials and components, manufacture and assembly of the Goods;
(c) Conducting tests of separate components of the Goods and tests of the Goods after have been manufactured and assembled;
(d) Conducting personnel training;
(e) Monitoring and update of the Implementation Programme;
(f) Unloading of the Goods at the place of destination.
The contract is expected to start on 1st August 2020 and last about 17 months.
A two stage tender procedure will be adopted and will proceed as follows:
(a) The First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a participant wishes to offer, and a justification therefor, provided always that such deviations or alternative solutions do not change the basic objectives of the project. Following evaluation by the client of the First Stage tenders, the client will invite each participant who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such participants will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Only qualified participants submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender.
(b) The Second Stage tender will consist of an updated technical tender incorporating all changes required by the Client as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender.
