General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), from Client's own funds towards the cost of the above named project
Standard EBRD loan funding with Client co-financing taxes.

The proposed project, which has a total estimated cost of 5,000,000.00 EUR, will require the procurement of the following:

  • • The Project is for the benefit of Bakuriani to expand the fleet of specialised vehicles and machinery aimed at improving the quality of the municipal services. The proceeds of the loan will also finance up to 10 units of modern diesel (Euro 5) buses.
    • The Project will be implemented by the Municipal Development Fund of Georgia (“MDF”), a state Project Implementation Unit (“PIU”) under the Ministry of Regional Development and Infrastructure (“MRDI”) that will procure and transfer assets to Bakuriani. A municipally owned company (the “Company”) is planned to be established to manage and operate buses and equipment.


Tendering for the above contracts is expected to begin on 30/11/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Other Information: The proposed project, will require the procurement of the following goods, works and services:

1) Assorted specialised vehicles and machinery and related services (Wheeled excavator-loader, Front loader, Wheel loader (mini loader), Snow compaction machine, Universal multifunctional truck, Evacuator, Self-loader, Quadrocycle, Waste collection vehicle) – several lots/contracts, with small quantities in each lot/contract.
2) New low-floor diesel Euro 5 buses (expected length of 7.2-8.5m) and related services – up to 10 buses
