The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

The proposed project, which has a total estimated cost of 65,200,000.00 EUR, will require the procurement of the following:

• The Ministry of Water and Irrigation (MWI) and the Water Authority Jordan (WAJ) are being supported by the European Bank for Reconstruction and Development (EBRD) with the preparation and financing of the construction of a new septic tank facility to replace and relocate an existing facility currently co-located at Ain Ghazal Treatment plant (AGTP). The proposed new replacement septic tank facility will be located at Al Ghabawi and is intended to serve Amman and the surrounding area.
  Ain Ghazal Treatment plant (AGTP) was itself originally established as an activated sludge wastewater treatment plant in 1968 in Ain Ghazal (an area north east of Amman). In 1985, the plant was converted into a pre-treatment facility. In 1999, a tanker discharge station and related pre-treatment facilities were added to AGTP and put into operation to collect and preliminary treat the collected sewage from unsewered areas in Amman, Zarqa and other nearby communities. Therefore, AGTP currently consists of two wastewater treatment units:
  
  At the time of its establishment in 1968, the site was secluded from general urban residential areas, however due to high population growth over the years, the site soon became surrounded by residential units.
  
  AGTP, and specifically the tanker discharge facility, is responsible for causing odour, local noise pollution and increased traffic problems (due to septic tank truck movements). This necessitated the need to find an appropriate solution to resolve its issues; and be able to cater for growing demand, especially with an influx of Syrian refugees to Jordan applying additional demand on municipal infrastructure. In addition, not only has it exceeded its own design capacity, but high biological load (from the sewage that is brought by the tankers) has been exceeding the design capacity of As-Samra WWTP, which AGTP connects to, creating problems for its operator
  In an attempt to find a solution to the problem, the Government of Jordan (GoJ) engaged Engicon in 2009 and Fichtner in 2016 to investigate alternatives that may resolve the issue. The following chronology presents major upgrades and studies undertaken over the life of the plant:
  Consultant's 2009 report concluded that the tanker discharge facility should be relocated to Al Ghabawi Site which thereafter formed the basis for WAJ’s decision to shut down the existing tanker discharge facility in 2016 and start planning the construction of a new one in Al Ghabawi. Fichtner’s report on the other hand, as a result of WAJ’s decision, focused on the upgrade of the existing treatment unit at Ain Ghazal where they recommended the improvement of the facility by expanding the conveyance capacity and system redundancy from AGTP to As-Samra WWTP.

Tendering for the above contracts is expected to begin on 17/02/2020.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
