General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank
EBRD Loan EUR 120 mill ; Green Climate Fund Grant EUR 31.9 mil and EBRD Grant EUR 850,000

The proposed project, which has a total estimated cost of 157000000.00 EUR, will require the procurement of the following:

  • The Saiss water conservation project consists of a hydro-agricultural water transmission and distribution system aiming to preserve the Saiss water table, which is currently overexploited, by providing alternative surface water from the Mdez dam in Sefrou. The project will be implemented by a project implementation unit ("PIU") that was set up by the Ministry of Agriculture, Maritime Fisheries, Rural and Development and Maritime Fisheries ("MAMF-RDMF"). The project will consist in the following contract:
    -Construction of the second section of main pipeline on approximately 40 km of pipeline including civil works (2 to 3 contracts).
    - Construction of the third section of main pipeline on approximately 20 km of pipeline including civil works (approximately 2 contracts).
    -Engineering and quality supervision
    -PUI technical training program
    -PIU support and Participant Participation Programme
    -Environmental monitoring of the Saïss water table and institutional measures
    -Support programme for end-users
    -Women Economic Inclusion


Tendering for the above contracts is expected to begin on 30/04/2018.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
