General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Grant administered by the Bank
Funds for this project are coming from the EBRD Special Shareholder Fund.

The proposed project, which has a total estimated cost of 300,000.00 EUR, will require the procurement of the following:

  • Consultancy services with clear defined objective. The objective of this Assignment is to assist in the implementation of a tailor-made programme of technical assistance for the institution and capacity building of Arnur Credit and to specifically target priority areas in need of enhancement and modernisation. The areas to be covered by this Assignment are:
    • SME lending institutional capacity building – all areas related to larger-size SME lending;
    • Risk management system, appropriate for SME lending and achievement of AC’s long term goals;
    • Modernisation of AC’s IT and MIS;
    • Transfer of know-how through trainings, seminars and the train-the-trainer programme to support improved procedures.
    EBRD’s Operation Team (Headquarters and Resident Office) shall have an overview of all activities and shall be actively involved in monitoring of this and related assignments.



Tendering for the above contracts is expected to begin on 05/12/2018.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
