General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, from Client's own funds towards the cost of the above named project
Pre-signing:
 TC 1: Technical due diligence and procurement support. The assignment includes: (i) technical due diligence, (ii) market/regulatory review, (iii) preparation of technical specifications, (iv) advance procurement support to facilitate the timely and effective implementation of the project. The estimated cost of the assignment is EUR 75,000, proposed to be financed by the Team’s budget.
Post-signing:
 TC 2: Development of a CDP to include assistance to the Company with the development of its organisational structure and functions, enhancement of operational and financial management, accounting systems and institutional capacity building. The estimated cost of this assignment is EUR 200,000, proposed to be financed by an international donor or the Shareholder Special Fund (“SSF”).
 TC3: Preparation of a PSC between the Company and the City. This assignment will be delivered under the Regional Framework for Preparation of Urban Transport Public Service Contracts which is funded by the SSF. The estimated cost of the assignment is EUR 70,000.
 TC 4: Development of a Bus Restructuring Study comprising: (i) review of public transport sector and bus operations; (ii) demand study and preparation of the new bus network plan, including definition of bus priority lanes and measures; (iii) operational strategy, investment plan and funding mechanisms (iv) capacity building support for City traffic department for traffic management and enforcement measures; (v) institutional and regulatory framework for Skopje public transport sector; and (vi) development of strategy and tender documents for new route scheme for (public and private) bus operators that ensures operational efficiency and encourages competitive tendering for future bus routes, while enabling the City to acquire acceptable safety and environmental standards. The estimated cost of the assignment is up to EUR 500,000, proposed to be financed by an international donor or the SSF3.

The proposed project, which has a total estimated cost of 10,000,000.00 EUR, will require the procurement of the following:

  • Partial renewal of the bus fleet, through the supply of CNG buses.


Tendering for the above contracts is expected to begin on 15/03/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
