General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Co-financed
The Project’s total investment programme is estimated at around EUR 25 million where the Bank has provided a loan of EUR 5.0 million for Phase 1 - priority investment. Estimated construction cost for Phase 1 is 7,5 mil Euro where Swedish International Development and Cooperation Agency (“SIDA”) has expressed interest to co-finance the construction cost with an investment grant of up to EUR 2.5 million. The Works supervision services will be finance by the European Western Balkans Joint Fund (EWBJF).

The proposed project, which has a total estimated cost of 7,500,000.00 EUR, will require the procurement of the following:

  • The Project plans construction of the Regional sanitary landfill and recycling yard for municipal waste "Separation 1" - Živinice municipality for Phase 1 for need of three (3) municipalities and their 100,000 residents.

    The Project will also include the procurement of consultancy services for:
    - Construction Works Supervision
    - Corporate Development and Stakeholder Participation Programme


Tendering for the above contracts is expected to begin on 24/06/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Other Information: The Public Utility “EKO-SEP” Ltd. (JP “EKO-SEP” d.o.o.) (the “Client”) supported by the Municipalities: Banovici, Kladanj and Zivinice (the “Municipality”) approached the European Bank for Reconstruction and Development (the “Bank” or the “EBRD”) with a request to assess the possibility of financing construction of regional sanitary landfill under the Zivinice Regional Solid Waste Project(the “Project”). The Project plans construction of Regional Sanitary Landfill"Separation 1" for need of three (3) municipalities and their 100,000 residents. This is expected to provide environmental and health benefits for the municipalities as well as broader region.
