General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, Co-financed
A sovereign loan of up to USD 25.2 million equivalent (EUR 22.5 million) to the Hashemite Kingdom of Jordan, for the benefit of WAJ, to finance the construction of a new transmission line from AGTP to As-Samra Wastewater Treatment Plant (“As-Samra WWTP”), and the rehabilitation of AGTP’s pre-treatment facilities including the refurbishment of the tanker discharge station and the implementation of improved odour management at AGTP. To ensure that the operation will mitigate potential affordability concerns, the Project is proposed to be co-financed by the following non-TC grants:
1. GBP 13.720 million (USD 17.0 million) grant from DFID;
2. Euro 4.600 million grant from the SSF; and
3. USD 1.948 million grant from the CFF.

The proposed project, which has a total estimated cost of 42,330,000.00 EUR, will require the procurement of the following:

  • A sovereign loan of EUR 22.5 million to the Hashemite Kingdom of Jordan, for the benefit of the Water Authority of Jordan (WAJ), to finance the construction of a new 32 kilometre transmission line from the Ain Ghazal Treatment Plant (AGTP) to As-Samra Wastewater Treatment Plant (the Project). The loan is co-financed by investment grants of GBP 13.72 million from the UKs Department for International Development, USD 1.95 million from the Global Concessional Finance Facility and EUR 4.6 million from the EBRD's Shareholder Special Fund ("SSF"). The transaction is a part of the Bank's wider engagement with the WAJ, aimed at developing and implementing a comprehensive wastewater investment programme in order to resolve the country's current issues in the sector, caused by the rapid population growth, including an influx of Syrian refugees, which has placed unprecedented strain on the wastewater system.


Tendering for the above contracts is expected to begin on 02/09/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Other Information: The proposed transaction is designed to respond to the Syrian refugee crisis and the critical need to invest in Jordan’s wastewater sector in a sustainable manner as it: (i) focuses on improving access to, the reliability and sustainability of services; (ii) facilitates adequate asset O&M through engagement with the PS under an O&M contract; and (iii) supports higher recovery levels through the introduction of non-revenue water reduction measures. In addition, the operation will result in significant environmental benefits by significantly reducing untreated sewage overflows and alleviating risks of environmental contamination and surface water pollution in the surrounding area. Since the area hosts more than 50 per cent of Jordan’s population, securing domestic water supply is the main public health challenge.
