General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, from Client's own funds towards the cost of the above named project
EUR 8 million EBRD Financing for Capex Costs
EUR 2 million REEP or SSF for Capex Costs
EUR 1.1 million Other Financing for TC Contracts
EUR 1.9 million Client funding for VAT expenses.

The proposed project, which has a total estimated cost of 13,000,000.00 EUR, will require the procurement of the following:

  • The Project will finance the installation of EE measures in up to 40 buildings covered by the pre-feasibility study. The expected benefits include a reduction of energy consumption by at least 30 per cent or in absolute terms 14.4 GWh/year, which is equivalent to cost savings of EUR 1 million per year for the Canton’s budget. The Project is also expected to reduce CO2 emissions by around 5,000 tonnes per year. Additional benefits include a higher standard of heating and cooling and, thus, better comfort for the users of these public buildings.


Tendering for the above contracts is expected to begin on 23/09/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. Other Information: There are envisaged the following contracts under this project:

- Consultancy Contract for Energy Audit and Detailed Design, including Technical specifications for Tender Documents
- Consultancy Contract for PIU Implementation support. Works Supervision for all the envisaged Works Contracts and Energy Efficiency Certificates.
Four (4) Works Contract for Reconstruction, rehabilitation o refurbishment of publish buildings within Sarajevo Canton in accordance to the conducted Energy Audit results.
