General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Co-financed, from Client's own funds towards the cost of the above named project
The PC Motorways of the Federation of Bosnia and Herzegovina Ltd has submitted to the Bank their intention to use the proceeds of a loan from the European Bank for Reconstruction and Development (the “Bank”) in the amount of EUR 97,2 million and a loan from the European Investment Bank (EIB) in the amount of EUR 97,2 million to finance the construction of priority motorway sections along the international transport Corridor Vc. The remaining funds for the project, which has a total estimated cost of EUR 249,6 million, shall be secured from the expected WBIF grant and Employer’s own funds. The total Estimated Project Value includes the estimated cost for implementation of the three envisaged motorway sections as presented below.


The proposed project, which has a total estimated cost of 540,000,000.00 EUR, will require the procurement of the following:

  • The proposed project will require the procurement of the following goods, works and services:

    Construction of the following motorway section:
    • Section Tunnel Prenj (length = 12,4 km)
    • Section Ovčari - Prenj (to be defined)
    • Section Prenj - Mostar North (to be defined)

    Consultancy services for the following activities:
    • Supervision and technical assistance of the section Tunnel Prenj (length = 12,4 km)
    • Supervision of the section Ovčari - Prenj (to be defined)
    • Supervision of the section Prenj - Mostar North (to be defined)

    Tendering for the Tunnel Prenj Section is expected to begin in the first half of 2020.


Tendering for the above contracts is expected to begin on 31/03/2020.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP).
