General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank)
The Project is exempt from VAT.

The proposed project, which has a total estimated cost of 13,000,000.00 EUR, will require the procurement of the following:

  • As part of the greater strategy to modernize the national tolling system in North Macedonia by which the Tolling System on Corridor X is currently being upgraded, the Public Enterprise for State Roads intends to extend the upgrade measures to Corridor VIII by modernizing the existing Toll Stations currently found on that Corridor and by building one new Toll Station on the same. In addition, new Toll Stations on the section Miladinovci – Stip are envisaged to be implemented as part of these modernization measures.


Tendering for the above contracts is expected to begin on 28/12/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Other Information: The task of this Tender is the implementation of a new tolling system on Corridor VIII+.
Corridor VIII+ is defined as the Corridor VIII, according to the definition of the pan European corridors, as well as the highway section Miladinovci-Stip (A3e) and the highway section (A2/ E65) Kicevo- Ohrid. On Corridor VIII+ five already Existing Toll Stations (Miladinovci, Glumovo, Zjelino, Tetovo and Gostivar) are located and three New Toll Stations (Kadrifakovo, Preod and Arbinovo) are going to be constructed. The Existing Toll Stations were upgraded some years ago, and now they have to be equipped with state-of-the-art-tolling-technology to make sure that the tolling systems on Corridor X and Corridor VIII+ are interoperable.
