General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Co-financed
Project is financed in parallel by ADB, AIIB and OFID

The proposed project, which has a total estimated cost of 413,000,000.00 USD, will require the procurement of the following:

  • The proposed Obigarm - Nurobod Road Project aims to construct ca 75 km alternative alignment for the existing M41 highway connecting the northeast region of Tajikistan and the Kyrgyz Republic between Obigarm (72 km) and Nurobod (158 km).
    The project road is divided into three sections: (1) the Obigarm - Tagikamar section is about 30 km long and includes 2 tunnels of 1.6 km and 1.7 km and local access roads of circa 30 km (Section 1); (ii) the Tagikamar-Nurobod is about 44 km long and includes 1 tunnel of 2.6 km, 1 long temporary bridge and local access roads of circa 40 km (Section 2); and (iii) section 3 includes a long permanent bridge that is about 760 m long and its approaches. These sections correspond to three contract packages that will be procured separately under the respectively ADB, EBRD and AIIB rules. Supervision consultancy services for each contract as well as Project Implementation support services are included in each respective package.


Tendering for the above contracts is expected to begin on 14/06/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP).
