Request For Proposals

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

The proceeds of the loan from/ grant administered by the Bank will be open to firms from any country unless otherwise specified and will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.


The Client now intends to select and contract a consulting company (the Consultant) for the above named assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

The expected outcome of the assignment is as follows:

the Consultant facilitated the timely and effective implementation of the Project by providing assistance to NAT. The Consultant appointed for procurement support and training will be required to familiarise themselves the Financing Documents related to the Project and other EBRD key documents including those which govern lending policies and practices including, but not limited to,:
• EBRD Procurement Policies & Rules
• EBRD Environmental and Social Policy.

By engaging a Consultant, it is expected that NAT will have access to international best practice in the field of project management, including procurement of works, goods and services.

Procurement of all contracts will be undertaken in accordance with the Bank’s Procurement Policies and Rules (PP&R), best international practice and based on technical requirements, specifications and the Bank’s standard tender documents as well as compliant with Loan Agreement signed between NAT and EBRD and other co-funding requirements and arrangements as applicable to the Bank, EIB and AfD.

In line with EBRD’s Economic Inclusion Strategy the Bank the application of an “Inclusive Procurement” practice is required under this Project. As part of the procurement documentation and as specified under the Financing Documents, a clause must be added encouraging bidders to provide on-the-job training opportunities to young people in areas such as skilled engineering and unskilled construction work. Any costs related to the training shall be covered under the winning bidder’s design and build contract.

The selected consultant is expected to provide the following services:

- Prepare prequalification documents using the Bank’s standard prequalification documents and Guidance notes, assist NAT with prequalification of tenderers and draft prequalification evaluation report;
- Assist NAT to evaluate prequalification applications, monitor the evaluation processes and ensure that the evaluation prequalification report is in line with the Bank’s PP&R;
- Review technical requirements provided by NAT and design consultants, including system integration requirements, to ensure openness of the tender documents for competition;
- Prepare tender documents for rehabilitation of Cairo Metro Line I, using the Bank’s standard tender documents for two-stage tender and FIDIC terms of contracts for design and build (Yellow Book 1999 edition );
- Assist NAT to evaluate tenders, prepare draft evaluation reports, participate in clarification meetings with tenderers and prepare reply for clarifications to be disseminated to participants ;
- Revise the TOR for construction supervision consultant prepared by NAT and prepare administrative documents (including, inter alia, ITC, Particular and General Conditions) and the draft selection documents based on the Bank’s standard documents for procurement of consultancy services;
- Assist NAT to select construction supervision consultant; prepare evaluation report;
- Assist NAT and ECM with procurement of the Enterprise Resource Planning system;
- Support NAT to meet the Bank’s requirements with regards to contract awards and contract signings;
- Assist NAT with resolution of complaints, if any.

The assignment is expected to start on 16/12/2019 and have an estimated overall duration of 16 Months.

EUR 1,160,000.00

Response Requirements:

In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a response in accordance with the requirements of the procurement documentation available from the link in this notice. Following this request for proposals, the selection will be made from the proposals received in response to this notification only, on the basis of the selection criteria set out in the procurement documentation. The highest-ranked consultant will be selected and be invited to negotiate the contract, subject to availability of funding.

This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. Non-registered firms should register on ECEPP at this link:

and express an interest in this assignment. The RFP for this assignment is available for firms registered in ECEPP free of charge at the above link. Full conditions for participation are included in the documents. Prospective consultants may request clarification and further information from the client through ECEPP. Following submission, qualified firms will be ranked on the basis of the criteria set out in the RFPS and the highest ranked consultant will be selected to negotiate the contract, subject to availability of funding.

Other Information: The assignment is expected to have an overall duration of 16 months.

The Consultant will report to the NAT on all aspects of the assignment and will work closely with ECM as required. The Consultant will also keep the EBRD Project team appraised of the progress of the assignment.

The Consultant will be responsible for arranging their own transport, accommodation, communications, materials, printing and report preparation etc. (the Consultant will be responsible for the cost of connection time for calls/faxes/internet).

All available Project information, reports and documents will be made available for the Consultant by the Client (in original language) free of charge.

The Consultant must set up clear communication lines with NAT and other stakeholders identified by the Client, so that they are able to draw on the support of the Consultant as required. The Consultant is required to provide independent, impartial, technical, cost, strategic, management and financial advice, and as such will not be permitted to have a commercial interest in any other contracts or agreements for the Project.

All documentation related to the works will remain the property of the Company after completion of the assignment. The Consultant shall not publish, use or dispose of this documentation without the written consent of the Client.

Unless otherwise agreed, the Consultant shall report to NAT on a monthly basis on the activities performed. The reporting shall be in English and Arabic languages.
