General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), from Client's own funds towards the cost of the above named project
EBRD Loan Euro 290,000,000
Client Euro 143,000,000

The proposed project, which has a total estimated cost of 433,000,000.00 EUR, will require the procurement of the following:

  • Egyptian National Railways (“ENR”) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) to finance ENR Locomotive Renewal Programme and support wider sector reform and the development of a lower carbon and an accessible transport system. The proposed project, will require the procurement of up to 100 new diesel electric locomotives to operate on the passenger long distance routes, and incidental services (Supply and Maintenance Contract)


Tendering for the above contracts is expected to begin on 25/11/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Other Information: Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
