General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, from Client's own funds towards the cost of the above named project
The project will be funded by EBRD loan, EBRD administered grant and co-financing from the Client for the local indirect taxes.

The proposed project, which has a total estimated cost of 120,000,000.00 EUR, will require the procurement of the following:

  • The City intends to reorganise the public transport network, purchase a new fleet of buses and/or trolleybuses, as well as develop and install an integrated ticketing system. It is planned to have 42 bus/trolleybus routes.

    The project includes procurement of buses of various sizes (18m, 12m, 7.5-8.5m), as well as trolleybuses, subject to confirmation by the due diligence study.

    In addition, the project envisages construction/re-construction of the necessary infrastructure required for the public transport operation (bus stops, control centre, depots etc.), as well as purchase and installation of integrated ticketing system and electronic bus arrival displays. In line with these, the City intends to have a soft component, i.e. technical assistance for the implementation, technical review and capacity building.


Tendering for the above contracts is expected to begin on 20/04/2020.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP).
