General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), from Client's own funds towards the cost of the above named project
The Project is co-financed by EBRD loan and Client's own funds.

The proposed project, which has a total estimated cost of 40,500,000.00 EUR, will require the procurement of the following:

  • AD MEPSO (the Borrower or the Company), the electricity transmission system operator (TSO) in Republic of Macedonia intends using the proceeds of a loan from the European Bank for the Rehabilitation and Modernization of Transmission Grid and Power System Control Project.

    The proposed project, which has a total estimated cost of about EUR 40.5 Million, will require the procurement of the following goods, works and services:

    Equipment for sub-stations:
    - Lot 1 Rehabilitation of Substations (procurement process ongoing).
    - Lot 2 High Voltage Equipment (procurement process completed);
    - Lot 3 Relay Protection (procurement process ongoing).

    Remote monitoring of sub-stations:
    - Lot 1 Remote monitoring of SS (procurement yet to be initiated);
    - Lot 2 Supervisory, Control, Protection and DC supply systems (procurement process ongoing).

    Optical Loop:
    - Lot 1 Optical Ground Wire (procurement process completed);
    - Lot 2 Telecommunication Equipment (procurement yet to be initiated);
    - Lot 3 Underground Installation (procurement process completed).

    Overhead Transmission Lines (OHTL):
    - Lot 1 Rehabilitation of 110 kV OHTL SS Bitola 1- SS Prilep 1 (procurement process ongoing);
    - Lot 2 Rehabilitation of 110 kV OHTL SS Skopje 1 - SS Miladinovci (procurement yet to be initiated);
    - Lot 3 Rehabilitation of 110 kV OHTL SS Veles - SS O.Pole (procurement process ongoing);
    - Lot 4 Rehabilitation of 110 kV OHTL SS Skopje 4 - SS Veles (procurement process ongoing);
    - Lot 5 Rehabilitation of 110 kV OHTL SS Stip - SS Ovce Pole (procurement process ongoing);
    - Lot 6: Rehabilitation of 110 kV OHTL SS Stip - SS Probistip (procurement process completed).

    PIU Consulting Services: (procurement process completed).

    Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.


Tendering for the above contracts is expected to begin on 01/10/2018.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
