General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), from Client's own funds towards the cost of the above named project
EBRD Financing: USD 175,000,000
Government financing VAT USD 17,500,000
TC funds:USD 2,300,000



The proposed project, which has a total estimated cost of 192,500,000.00 USD, will require the procurement of the following:

  • The Ministry of Finance of Mongolia (“MoF”) requested that the EBRD consider preparing and financing expansion of a 205 km road in the northern part of Mongolia on the route from Ulaanbaatar to the third largest city in the country Darkhan. The UB – Darkhan road is an arterial part of the Mongolian road network and is the main route connecting China – Mongolia (via Ulaanbaatar) – Russia, which happens to be one of the six economic corridors identified by the Belt and Road Initiative.


Tendering for the above contracts is expected to begin on 18/06/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Other Information: The Government of Mongolia has also obtained a Loan from Asian Development Bank to finance the costs of the Regional Road Development and Maintenance Project (Project number 48186-005) The project will fund the rehabilitation and safety improvements of the existing two-lane road and tender was announced on 21 March 2019.
