General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank
Grants administered by EBRD

The proposed project, which has a total estimated cost of 68,000,000.00 USD, will require the procurement of the following:

  • The Project aims to improve the quality of supply and facilitate greater renewable integration. The proposed project will require the procurement of the following goods, works and services:

    • Construction of new substations and expansion of existing substations to allow for renewable energy offtake
    • Design and procurement of SCADA and other software and hardware and design and procurement of software and hardware for an automated generation control center (including civil works)
    • Replacement of sub-station automation system (SAS) in existing substation with replacement of all old relays
    • Project Implementation Unit Consultancy services
    • FIDIC Engineer consultancy services
    • Consultancy services on Renewable Energy Integration
    • Consultancy services on a Modernisation component.


Tendering for the above contracts is expected to begin on 15/03/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
