The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

It is anticipated that the contract will be financed by Technical Cooperation Funds managed by EBRD. Selection and contracting is subject to the availability of funding.
Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client, the Assignment may be extended beyond the current scope.
The proceeds of the loan from/ grant administered by the Bank will be open to firms from any country unless otherwise specified and will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.
The Client now intends to select and contract a consulting company (the Consultant) for the above named assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are invited to submit a Technical and Financial Proposal.
The expected outcome of the assignment is as follows:
The Client and the EBRD have a better understanding on technical, economic, commercial, and socio-environmental feasibility of the Project.
The BH-Gas d.o.o. Sarajevo (BH-Gas) (the "Client") intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the "EBRD" or the "Bank") for the construction of the southern interconnection natural gas pipeline interconnecting the natural gas transmission systems of Bosnia and Herzegovina and Croatia. Interconnection gas pipeline in BiH starts from Croatia/BiH border, running via Posušje, to Novi Travnik and will be connected to existing natural gas transmission system. The main branch to Mostar is an integral part of this Project as well. The realization of the Project enables diversification of routes as well as sources of supply (access to the planned LNG terminal Krk, natural gas storages in the neighbouring countries, gas sources in the Caspian region, etc.). The southern gas interconnection gas pipeline of approx. 162 km length is planned as bidirectional. (the “Project”).
The selected consultant is expected to provide the following services:
Task 1: Review of the existing studies and other available data.
Task 2: Technical analysis including:
• Risk Assessment: Identify key commercial and technical risks of the Project and propose mitigants;
• Using the findings both the pre-feasibility study and the Preliminary Design, ESIA (Task 3), will identify an optimal pipeline route corridor through an evaluation of possible alternatives that would satisfy the technical objectives of this project, while avoiding and minimising environmental, social, geotechnical and other risks.
• Discuss the topography, ground conditions and other key technical issues of the selected pipeline route.
• Comment on the proposed capacity of the pipeline (pipeline to be bidirectional),
Task 3: Environmental and Social Impact Assessment (ESIA)
The Consultant will undertake a comprehensive ESIA, inclusive of site visits and required data gathering, in accordance with the Bank’s Environmental and Social Policy (2014) and Equator Principles, as well as relevant local legislation.
Task 4: Market and financial analysis including the justification of a pipeline construction
• Consultant to identify a list of issues that are limiting the competitiveness and the consumption of gas as a heating energy source and provide suggestions based on best international practice on how to ensure competiveness of gas vis-à-vis other fuel types.
• Based on available market findings, assume a realistic gas penetration scenario and gas overall consumptions scenario in B&H in the next 5, 10, 15 and 20 years to identify the optimal capacity of the gas pipeline.
• Based on best international practice and relevant EU/EZ Regulations, present the options available to the Client to recover the overall investment costs associated with the construction of the pipeline. Identify the advantages and disadvantages for each option and propose the best option for the Project.
• Analyse whether an increase in gas transmission tariff as a result of the Project implementation will pose an affordability concern. Recommend ways to “socialise” overall cost of transmission and distribution of gas based on the best international practice. Additionally, recommend a protection mechanism for the most vulnerable groups. In conclusion, the Consultant should build a Financial Model for the Project, together with a base case, pessimistic and optimistic scenarios.
All of the above Consultant’s tasks are described in detail in the Terms of Reference that is an integral part of the RFP.
The Client will additionally hire an Engineering Consultancy to perform Preliminary Design in parallel to this Assignment. The Consultant of this Assignment is expected to work closely with the Engineering Consultancy for the deliverables of both assignments to be harmonized.
The Consultant should take into account that ESIA should be compliant with the requirements of local legislation in order to obtain the Environmental permit.
In addition, the Consultant’s task is to present the ESIA at public consultation, to answer any questions of the public together with the Engineering Consultancy as well as to develop Resettlement Action Plan.
In accordance with the requirements of local legislation, ESIA Consultant has to be licensed by relevant local Ministry (https://www.fmoit.gov.ba/bs/okolisne-dozvole/okolisna-dozvola).
The Consultant should prepare all Reports specified in detail in ToR as well as all other documents required by local legislation if any, both in English and local (Bosnian or Croatian or Serbian) language.
The assignment is expected to start on 01/07/2019 and have an estimated overall duration of 12 months (Including Public Consultations Procedure).

In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a response in accordance with the requirements of the procurement documentation available from the link in this notice. Following this request for proposals, the selection will be made from the proposals received in response to this notification only, on the basis of the selection criteria set out in the procurement documentation. The highest-ranked consultant will be selected and be invited to negotiate the contract, subject to availability of funding.

1. The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the RFP. The highest-ranked Consultant will be selected and be invited to negotiate the contract, subject to availability of funding.
2. Any updates of and clarifications on this procurement notice and/or the RFP shall be announced as updates on this notice, without any other notification. In the event of changes to the RFP, consultants will need to download the updated version of the RFP. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.
3. The correct Maximum Cost Estimate of the assignment is USD 471.515,00 which, for information purposes only, is converted to EUR by the system automatically.
