The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

This Assignment is expected to be funded from the SFEBSF. Contracting is subject to the availability of funding.
The proceeds of the loan from/ grant administered by the Bank will be open to firms from any country unless otherwise specified and will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.
The Client now intends to select and contract a consulting company (the Consultant) for the above named assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are invited to submit a Technical and Financial Proposal.
The expected outcome of the assignment is as follows:
The Consultant to ensure that all procurement activity under the project is conducted fully in accordance with the EBRD’s Procurement Policies and Rules (PPRs). The second objective is for the Consultant to support the PIU during contract/s implementation, including an advisory role to assist the PIU in meeting the schedule, assessing any of variation orders/amendments, providing technical and other input, as needed, and ensuring compliance of all project stakeholders, e.g. the client, the Engineer, the Contactor/s etc with the Bank’s Environmental and Social PRs and Project Environmental and Social Action Plan (ESAP). The Consultant shall assist the PIU with the preparation of the progress reporting required under the EBRD Loan Agreement.
The selected consultant is expected to provide the following services:
Ensuring that EBRD’s no-objection is sought and obtained at every step during the procurement and the contract management phase;
Preparation and publication of the Invitation to Tender Notice;
Assisting with mailing of the Tender Documents, unless the tender is conducted on ECEPP;
Organising of and participation in pre-tender meetings and preparation of the minutes thereof;
Drafting clarifications to the Tenderers on the Tender Documents/ amendments to the TDs and assisting the client to obtain the Bank’s no-objection to those;
Logging receipt of Tenders, unless the tender is conducted on ECEPP;
Organising and participating in tender opening meetings and preparing minutes, unless the tender is conducted on ECEPP;
Assisting in the evaluation of Tenders through participation in evaluation committees;
Preparing the draft Tender Evaluation Report, which is to be based on the EBRD’s Standard Tender Evaluation Report;
Liaising with and reporting to EBRD as needed
Participating in the contract award/signing process
Ensuring that the publication procedures, tender documents, tender evaluation reports and contracts comply with EBRD requirements as laid down in the PP&R.
The assignment is expected to start on 01/04/2019 and have an estimated overall duration of 24 months.

Response Requirements:
In order to determine the capability and experience of Consultants seeking to be selected, the consultant shall submit a response in accordance with the RFP available from the above link. The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the RFP. The highest-ranked Consultant will be selected and be invited to negotiate the contract, subject to availability of funding.
This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. Full conditions for participation are included in the documents. Prospective consultants may request clarification and further information from the client through ECEPP. Following submission, qualified firms will be ranked on the basis of the criteria set out in the RFPS and the highest ranked consultant will be selected to negotiate the contract, subject to availability of funding.
