Invitation For Expression Interest

The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) and set out above and from Client's own funds towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.
Funding Details:
A loan from the European Bank for Reconstruction and Development (the Bank), from Client's own funds towards the cost of the above named project
The financing of the consultancy contract will be distributed between loans for both Clients.
The Clients will finance taxes and duties, including VAT.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The main objective of the assignment shall be:

The Ministry of Transport and Communication of the Republic of Armenia (North-South Road Corridor Investment Program Implementation Organization SNCO) and Ministry of Regional Development and Infrastructure of Georgia (Roads Department of Georgia), hereinafter referred to as the Client and/or Clients intends using part of the proceeds of the loans from the European Bank for Reconstruction and Development (the Bank) towards the cost of the consultancy contact for Supervision Engineer for Design and Construction of a new Bridge at the Sadakhlo-Bagratashen Border Crossing Point.
The consultancy contract includes amongst other carrying out duties of the Engineer as described and in accordance with the contract for civil works which will be based upon the FIDIC Conditions of Contract for Plant and Design-Build (Yellow book, 1st edition, 1999). The works to be carried out under the contract include the Design and Construction of the new bridge over river Debed, including all design and site investigation works, construction of the new bridge containing two separate decks that shall span over the existing border crossing infrastructure on the Armenian side of the river Debed, the channel of the river Debed and the railway line on the Georgian side of the river Debed.
Since the construction of the bridge will be carried out within the framework of the tripartite contract - a Contractor and two Clients, then contract for the Engineer services will also be tripartite. The key feature of these services will be to provide a proactive supervision of design and construction works in accordance with the legal frameworks of both, Armenia and Georgia.

The assignment is expected to start in 18/03/2016 and last about It is incorrect, please see next sentence. The assignment is expected to start in the 4th quarter of 2016. The total time period - 44 months, incl. 18 months for Construction, 24 months for the DLP and 2 months for issuance of performance certificate..

This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Interested firms should register on ECEPP at this link:

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

  • Company profile, organisation and staffing;
  • Details of experience or similar assignments undertaken in the previous not more than 5 years, including their locations;
  • CVs of staff who could be available to work on the assignment.

The above information should not exceed 25 pages.

Following this Invitation for Expression of Interest, a shortlist of qualified firms will be created by the Client to be invited to submit proposals for the assignment.


Other Information: The Expression of interest, in English, shall be submitted via ECEPP system not later than closing date and time.
The expression of interest shall not exceed 25 pages, excluding CVs.
Consultant Profile: The Consultant will be a firm or a group of firms with proven experience in the administrative management, design and supervision of similar construction works with comparable climatic and geological conditions.
Details of experience or similar assignments undertaken in the previous five year shall include for each project, as a minimum, the following:
- project title, location, objectives and brief narrative description of the project;
- contractual role of the firm;
- the presence of any affiliate or parent companies and their respective roles;
- start and completion dates;
- contract value;
- name of the client and funding source;
- functions and tasks carried out, including applicable national and/or international codes and standards, and certification; and
If consulting firm has been found by a judicial process or other official enquiry to have engaged in corrupt or fraudulent practices, details of the basis for the outcome of such process or enquiry shall be provided with the expression of interest.
The Employer reserves the right not to shortlist consulting firms that have been found to have engaged in corrupt, fraudulent or other prohibited practices regardless of the results of technical evaluation of the expressions of interest.
It is important to take into account that the design by the contractor will be based on the Armenian and Georgian technical standards and norms and the consultant must be able to understand those. If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture partnership with other firms. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner.
It is expected that the Consultant's team will include at least the following specialists with a technical, engineering and construction skills and with corresponding of general experience and specific experience for the position for which they are proposed:

Team Leader / Senior Bridge Engineer (15 years of general and 10 years of specific experience).
Chief Design Engineer (15 years of general and 10 years of specific experience).
Bridge Engineer / Deputy Team Leader (10 years of general and 8 years of specific experience).
Quality Control Specialist (15 years of general and 10 years of specific experience).
Geotechnical Engineer (15 years of general and 10 years of specific experience).
Non Key Experts
Quantity Surveyor (8 years of general and 5 years of specific experience).
Road Safety Specialist (8 years of general and 5 years of specific experience)
Contract Specialist (8 years of general and 3 years of specific experience)
Social Specialist (7 years of general and 3 years of specific experience)
Environmental Specialist (10 years of general and 5 years of specific experience)
The Expressions of Interest will be evaluated on the following Criteria (Sub-criteria) with corresponding weights (%):
Company Profile - 10%, including (core business and years of experience – 5%; technical and administrative capacity - 5%);
Experience 90%, including (experience of consultant specific to the assignment - 60%; experience of consultant specific to the region -30%).
